Founding Resolution

Noting with deep concern the continuing difficulties faced by academics worldwide, and the specific difficulties faced by academic refugees in their countries of asylum, even if they have been fortunate enough to escape the torture and imprisonment so many still face in their homelands;

And noting that the need to assist threatened and refugee academics is as crucial today as it was in the 1930s when the Society for the Protection of Science and Learning (UK) and the Emergency Committee in Aid of Displaced Foreign Scholars (USA) rescued hundreds of academics and provided the inspiration for CARA and SAR/SRF;

We resolve that a network of UK universities be formed, under the auspices of CARA and SAR/SRF, to be responsible for providing the necessary material, professional and moral support for such academics, and together with CARA and SAR/SRF to seek funding for their support from other sources;

We further urge those at the meeting representing UK universities or otherwise affiliated with UK universities to submit this resolution to the appropriate officer of their institution to:

Consent to join the network of UK universities and to demonstrate their consent by submitting, within 60 days of the date of the meeting or as soon thereafter as possible, a letter confirming their participation; and

Identify one or more representatives who will serve as the university’s primary contact with the network and with CARA & SAR/SRF in their organization of the network;

Receive information about the development of the network and about its efforts to assist refugee and threatened academics; and consider, when conditions at the institution permit, what forms of assistance the institution is able to offer to such academics, including where possible the provision of fellowships for refugee and threatened academics. Institutions are invited to pledge to host a refugee or threatened academic in the future, but no such pledge or commitment is necessary for participation in the network.

There are no other obligations or requirements of membership.

After 60 days from the date of the meeting, a committee of university representatives participating in the UK network together with representatives of CARA and SAR/SRF will be formed to detail working arrangements for the network, working from the attached draft document. The committee shall circulate final working arrangements to the member institutions for ratification.
